How to interpret this

Not every excluded URL is a problem. Redirects, canonical alternates and intentional noindex pages may be expected. Prioritize unexpected 403/5xx errors and valuable pages that Google crawls but does not index.

Your upload area requires Cloudflare Access sign-in. Uploaded reports are not published to the public dashboard. The Indexing Health tab reads the latest uploaded Page Indexing Excel report after Cloudflare Access sign-in.
